Job Responsibilities

Responsible for the performance management and learning & development of the whole organisation.

Deputise and support the HOD in HR matters frommanagement reporting, paper writing, policy review to project execution.

Performance and Learning

  • Improvement of performance management processes and conducting the annual performance review process.

  • Management of Talent Programmes including high potential and scholarships programmes.

  • Manage Performance Improvement Plan cases.

 

HR Policies

  • Review of HR policies for relevance and updating.

  • Lead policy discussions, keeping abreast of best practices.

  • Provide guidance and support to the line managers and subordinates.

  • Streamline HR processes where necessary.

 

Management Reporting

  • Manage and analyse data for report trending.

  • Draft and manage concept paper / proposal writing for management and Board’s approval.

  • Assist in influencing and facilitating discussions with senior management and Board Sub Committees.

 

Projects

  • Support HOD to monitor department performance and project timelines.

  • Participate and support projects in the HR transformation journey, where required.

  • Spearhead department initiatives & projects.

  • Support cross department projects / initiatives.

  • Manage project budget and utilization.

  • Act as contact point with external stakeholders.

 

Operations & Administrative Support

  • Deputise and support the HOD to drive department vision and purpose to achieve organisation’s strategic plans.

  • Support to drive and implement department workplan to deliver results.

  • Assist in establishing priorities for the department.

  • Motivate, coach and mentor staff within department / organisation.

  • Identify staff development opportunities.

  • Support to create a culture of ownership & continuous learning in department / organisation.

  • Support to identify and solve performance gaps.

  • Assist to drive high-performance culture for the department.

  • Assess and analyse the team’s strengths and weaknesses and recommend areas for staff development.

  • Assist to lead change, monitor and evaluate change impact.

 

Disciplinary and Grievance matters

  • Support HOD in disciplinary and grievance matters.

  • Conduct investigations and inquiry sessions, make recommendations and follow-up on disciplinary actions.

  • Any other duties as assigned.

Job Requirements

  • Bachelor’s Degree in Human Resource Management or related field/equivalent required.

  • Minimum 10 years of relevant HR and supervisory experience.

  • Exposure in the community care sector is an added advantage.

  • Proficient in Microsoft Office

  • Team player who’s able to exercise initiative, multitask and work independently

  • Independent, meticulous and resourceful

  • Proactive and an effective change agent

  • Good organisational, leadership, and people management skills.

  • Able to work under pressure with strict deadlines.

  • Strong interpersonal, analytical, and written communication skills.
